Governor Martin OWE Malley robbing Peter to Pay Paul

In case you are not on the mailing list of Americans for Prosperity, this is a really good summary of the Democrat effort to paper over the huge budget deficit brought about by irresponsible spending over the last four years.


At tomorrow’s committee hearing on SB141 – Budget Reconciliation and Financing Act (BRFA)nearly $1 billion will be stolen from our state special funds and dumped into the general fund to pay for Gov. O’Malley’s legislative priorities. This robbing-Peter-to-pay-Paul strategy is a major cause for concern. Because of this fiscal mismanagement, we face an $8.3 billion structural deficit over the next 4 years!

The details of this bill are ugly. The following list is a smattering of where and how much the legislature will be looting from the special funds:

  • Transportation Trust Fund (TTF) – $126.9 million – This is the primary funding source for new roads, bridge repair and infrastructure. If we continue stealing from this fund, there is no doubt the liberals will want to replenish it with a huge gas tax hike.
  • Program Open Space (POS) – $131.0 million – Our property transfer taxes finance this land-buying special fund. To add insult to injury, Gov. O’Malley has proposed backfilling his raid of POS with loans we will have to pay back on top of interest
  • University System of Maryland(USM) – $51.7 million – Gov. O’Malley broke his campaign promise by raising tuition and now wants to use the fund increases to pay for his general budget. So much for lofty campaign rhetoric!
  • Injured Workers Insurance Fund (IWIF) – $26.5 million – The legality of this move is still in question because IWIF is not a state fund. IWIF rate payers have already seen a fee hike within the last year. This has the potential to rise again due to the state raiding the $300 million fund and could hinder an economic come back in Maryland.
  • Vehicle Theft Prevention Fund (MVTP) – $1.8 million – This fund is charged with assisting in the prevention and deterrence of private passenger and commercial motor vehicle theft and related crime, including vandalism and theft of property from vehicles in the state.
  • Board of Physicians Fund (MBP) – $1.5 million – When doctors apply and re-apply for their license, they make payments to this advisory and regulatory board. Unfortunately the Governor has decided to raid the fund which roots out fraud and helps clean up the medical industry.

These are just a few examples of where the Governor has decided to raid special funds to paper over his $2 billion deficit.

Let’s take a stand and STOP GOV. O’MALLEY’S BUDGET! Help us by testifying in Annapolis.

A bus will be leaving the Eastern Shore on Wednesday morning for Annapolis. Stops include Ocean City (9:00am – Steer Inn), Salisbury (9:45 – Boscov’s), Cambridge (10:30 – K-Mart Parking Lot), and Easton (11:00 – Bob Evans). Join us for a press conference at Noon. “Gov. O’Malley’s proposed budget does not address our long term economic problems. Transferring $1 BILLION from our special funds to paper over his $2 BILLION deficit is unacceptable. As a member of Americans for Prosperity, I am asking that you oppose SB141 – the Budget Reconciliation and Financing Act (BRFA) – the bill that gives the Governor permission to raid the special funds. I will also ask that you oppose the proposed budget. Thank you for your time and I will be keeping track of your upcoming votes.”
