This Ordinance was written by me in July 2006.

We as a state MUST follow quicly in the foot steps of the Arizona ILLegal Immigration Bill.

Having said that I must also state that if our city and counties do not step up and back the Bill then the bill will become ineffective at all levels.

Iam calling on ALL city and county leaders in the state of Oklahoma to use this Ordinance to back up any ILLEGAL IMMIGRATION BILL !! Unlike the NON-SUPPORT our leaders at city and county level have given HB1804.

I am calling on ALL citizens to press forward with this ordinance no matter which state you belong in. We MUST get control of our city and counties before we can do our states or the Federal Government elected and appointed.

I call on ALL citizens to call on your elected leaders in your city to insure that your city and county do not have a hands off policy like here in Tulsa, Oklahoma.

If your city and county elected will not respect the law then vote them out. Here in Tulsa at least 6 of the 9 councilors and all county commissioners will call you a bigot or racist just by asking to consider this Ordinance.

PROPOSED ILLEGAL IMMIGRATION RELIEF ACT ORDINANCE FOR THE CITY OF TULSA
ILLEGAL IMMIGRATION RELIEF ACT ORDINANCE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF TULSA AS FOLLOWS:
SECTION 1. – TITLE

This chapter shall be known and may be cited as the “City of Tulsa Illegal Immigration Relief Act Ordinance”
SECTION 2. – FINDINGS AND DECLARATION OF PURPOSE
The People of the City of Tulsa find and declare:
A.

That illegal immigration leads to higher crime rates, contributes to over crowded classromms and failing schools, subjects our hospitals to fiscal hardship and legal residents to substandard quality of care, contributes to other burdens on public services, increasing their costs and diminishing their availability to lawful residents, and destroys our neighborhoods and diminishes our overall quality of life.

B.
That the City of Tulsa is authorized to abate public nuisances and empowered and mandated by the People of Tulsa to abate the nuisance of illegal immigration by dilligently prohibiting the acts and policies that facilitate illegal immigration and punishing the people and businesses that aid and abet illegal aliens.

C.
This ordinance seeks to secure to those lawfully present in the United States and this City, whether or not they are Citizens of the United States,the right to live in peace free of the threat of illegal alien crime, to enjoy the public services provided by this city without being burdened by the cost of providing goods, support and services to any whose presence in the United States in contrary to it’s laws and to be free of the debilitating effects on their economic and social well being imposed by the influx of illegal aliens to the fullest extent that these goals can be achieved consistent with the Constitution and Laws of the United States and the State of Oklahoma.

SECTION 3. DEFINITIONS
Whenever used in this chapter, the following terms shall have the following meanings:
“City” means the City of Tulsa.
“Contract employer” means any person who obtains the services of one or more individuals through a day labor agency.

“Illegal alien” means any person whose initial entry into the United States was illegal and whose current status is also illegal as well as any person who, after entering legally, has failed to leave the United States upon the expiration of his or her visa.

“Legal Work Status” means that a person’s employment is not in violation of any law of the United States, the State of Oklahoma or this ordinance.
“Vehicle” means a vehicle as defined in the Oklahoma Vehicle Code as the same now reads or may hereafter be amemded.

SECTION 4. BUSINESS PERMITS, CONTRACTS OR GRANTS
Any entity or any parent, affiliate, subsidiary or agent of any entity (other than a charity recognized as exempt from federal income taxation under Sec. 501 of the Internal Revenue Code of the United States and which has obtained and continues to have in force an exemption from federal income taxation), that employees, retains, aids or abets illegal aliens or illegal immigration into the United States, whether directly or by or through any agent, ruse, guise, device or means, no matter how indirect, and even if the agent or entity might otherwise be exempted from this section, or violates any provision of this Ordinance, shall from the date of the violation or it’s discovery, whichever shall be later, be denied and barred from approval of a business permit, renewal of a business permit, any city contract or grant as follows:

(1) For the first violation for a period of five years.
(2) For any subsequent violation, for a period of ten years.
A.
“Aids or abets” includes, but is not limited to:
(i)
Hiring or attempted hiring of illegal aliens.

(ii)
Providing, renting or leasing real or personal property to illegal aliens.
(iii)
Funding or providing goods and services to illegal aliens, except as provided in Sec. 4 C.
(iv)
Funding, providing goods and services to or aiding in the establishment or continuation of any day labor center or other entity providing similar services, unless the entity acts with due dilligence to verify the legal work status of all persons whom it employs, provides job assistance for or in any way assists or facilitates in obtaining employment.

B.
Except as provided in C, any action or failure to act done within the boundaries of the City that aids and abets illegal aliens or facilitates their avoiding detection and apprehension anywhere in the United States, it’s territories or possessions, violates this ordinance.

C.
This Ordinance shall not be construed to prohibit rendering emergency medical care, emergency assistance or legal assistance.
SECTION 5. RENTING TO ILLEGAL ALIENS
A.
Illegal aliens are prohibited from leasing or renting property. Any property owner or renter/tenant/lessee in control of property, who knowingly allows and illegal alien to use, rent or lease their property shall be in violation of this section.

B.
Any person or entity that violates this Ordinance shall be subject to a fine of not less than $1,000.00.
C.
A seperate violation of the Ordinance shall be deemed to have been committed on each day during or on which a violation occurs or continues.

SECTION 6. ENGLISH ONLY
A.
The City of Tulsa declares that English is the official language of the City.
B.
Unless explicitly mandated by the federal government, the State of Oklahoma or the City of Tulsa, all official city business, forms, documents, signage will be written in English only.

SECTION 7. SEVERABILITY
If any part or provision of this Chapter is in conflict or inconsistent with applicable provisions of federal or state statutes, or is otherwise held to be invalid or unenforceable by any court of competent jurisdiction, such part or provision shall be suspended and superseded by such applicable laws or regulations, and the remainder of this Chapter shall not be affected thereby.

ALIPAC offered a reaction to the announcement by Senator Joe Lieberman that Comprehensive Immigration Reform Amnesty "legislation is dead for the year" because of Senator Lindsey Graham’s sudden retreat from the legislation, following contentious pressure from Tea Party groups and the passage of SB 1070 in Arizona.

"We are very happy to hear that Senator Lieberman is announcing that Amnesty legislation is dead for 2010 because Senator Graham is backing away from his support for that bill," said William Gheen of ALIPAC. "This is a victory for the American public, who opposes legalizing illegal aliens and giving them citizenship and voting rights. Now we will turn our attention towards cleaning up Washington in the elections!"

Americans for Legal Immigration PAC recently helped support over 50 Tea Party Against Amnesty events across America coordinated at www.AgainstAmnesty.comSpeakers challenged key Democrats and Senators Graham and McCain on their support for Amnesty at the events. Graham and McCain were booed when named in several cities.

William Gheen spoke out against Amnesty and Obama, Reid, Pelosi, McCain, and Graham’s push to legalize illegal aliens and turn them into voters. Crowds of thousands of Tea Party attendees booed McCain and Graham and chanted "Secure Our Borders" in the cities of Houston, Murfreesboro, and Greenville.

Controversy erupted when William Gheen announced during his 9 minute speech, which has now been viewed over 120,000 times on Youtube, that Senator Graham was concealing his homosexuality from South Carolina voters and that Democrats in Washington could use that to their advantage.

Within a few days of the controversy and media coverage, Senator John McCain fled from his earlier support for Comprehensive Immigration Reform Amnesty and announced he was now very passionate about border security. Senator Graham has followed a few days later by telling Lieberman and the Democrats he will not support an immigration overhaul in 2010.

Michael O’Brien of The Hill Reports Today that "Lieberman said Monday that Graham’s position means that immigration legislation is dead for the year.

‘In terms of practical politics, Lindsey is the only Republican so far to say he would be willing to work on both energy-climate and immigration reform. He has also now clearly said he can’t and will not do immigration reform this year,’ Lieberman said. "

"These politicians need to know that we are very serious and the gloves are off," said William Gheen of ALIPAC. "We are going to use every peaceful political means at our disposal to generate a velvet revolution in America this year at the polls. Amnesty is dead for 2010 and now we march on Washington with candidates who stand with the American public for immigration and border enforcement, instead of any form of Amnesty."

If you are watching any television these days you are seeing non- stop ads touting GM paying back its government loans ahead of schedule. What they don’t tell us is that they are using TARP money (our money) to pay us back our loan money. The U.S. government still owns 61% of General Motors. (That’s our money too.)

General Motors lost $3.4 billion in the fourth quarter of 2009 and is still struggling to reorganize so the company can try to eke out a profit. This grim reality didn’t stop GM from making hay last week for supposedly paying back a $6.7 billion government loan five years ahead of schedule. What was left unsaid was that the automaker used another kitty of taxpayer cash to pay off the earlier government loan. This is an accounting shell game, not progress.

Previously unreleased documents supplied to The Washington Times reveal that GM specifically used funds it received from the Troubled Asset Relief Program to pay off the government loan. According to Neil Barofsky, the special inspector general for TARP, $4.7 billion of $6.7 billion – 70 percent – of what GM paid back came from TARP money the company received. "The one thing a lot of people overlook with this is where they got the money to pay the loan," Mr. Barofsky told Fox News’ Neil Cavuto on Wednesday. "It isn’t from earnings." The numbers are based on a quarterly report Mr. Barofsky’s office provided to Congress last week.

Jared Bernstein, chief economist and economic policy adviser to Vice President Joseph R. Biden Jr., disputes the special inspector general’s findings. "That is not correct, I don’t think that is correct," Mr. Bernstein told The Washington Times. "[General Motors] repaid with funds from their own cash accounts, from their own earnings." The cash used by GM to pay back the loan "is the property of General Motors, there is no question about that," he insisted. Some of the money used to pay off the loans may have originated from TARP funds, but "it is really hard to know," he equivocated, because the funds are mixed together and "it is like trying to put an omelet back together again."

The Treasury Department’s press office also disagreed with Mr. Barofsky’s characterization that GM paid off one credit line with another credit line. The watchdog, however, won’t budge. When asked how to tell whether the $4.7 billion used to pay off the government loan came from TARP funds and not some other source, a spokesman for the Special Inspector General’s Office explained: "We have a letter from General Motors requesting that they take the money out of escrow and pay the other debt down. And the money in the escrow was clearly TARP funding." That letter has been released by the Special Inspector General’s Office.

Despite misleadingly rosy propaganda fed to the press, the sad saga of General Motors’ transformation into Government Motors continues. As a ward of the state, GM has to do the bidding of its Washington masters and stay in lock step with the Democrats’ claims about the company’s condition. The truth is that GM’s condition remains poor.

The only reason the company has been able to pay off its government loan is because the Obama administration has given GM more money than it has been able to spend. Hence, proceeds from one loan are sitting around to be used to pay down another loan. That’s hardly evidence that GM has been a good investment. To the contrary, the shell game makes clear that the Obama administration is wasting billions of taxpayer dollars on a carmaker that is careening toward a cliff.

UPDATE, 6:30 p.m.: In a statement, O’Malley called the decision "a win for the entire Greater Washington region" and congratulated Virginia.

"Maryland has one the most highly-skilled workforces in the country, and already employs more than 20,000 skilled Northup Grumman and Lockheed Martin employees," O’Malley said. "With today’s announcement the region will not only gain new corporate-level jobs, but a number of the company’s key subcontractors and suppliers."

Original post: Former governor Robert L. Ehrlich Jr. (R) pounced on news reports Monday that Northrop Grumman has chosen Virginia over Maryland for its corporate headquarters, saying the defense giant’s choice was "very disappointing but not the least bit surprising."

Ehrlich, who launched a rematch this month against Gov. Martin O’Malley (D), has cast himself as the pro-business candidate in the race and accused Annapolis politicians of creating a hostile climate for companies considering Maryland

"The O’Malley administration has shown little to no understanding of what it will take to attract and retain employers or stabilize Maryland’s economy," Ehrlich said in a statement. "The business of creating jobs is not a talking point for speeches. It’s a governing philosophy – one that has been nonexistent in Maryland for four years."

In a statement, Ehrlich highlighted a sentence in a report by the Washington Business Journal that said Northrop’s "decision to locate in Northern Virginia comes as no surprise to many observers, who felt the inclusion of Maryland on the short list was simply to serve as leverage in the economic development game."

Aides to O’Malley, who is set to announce his re-election bid Tuesday, countered by pointing to a quote in a recent Daily Record story in which Aris Melissaratos, secretary of the Department of Business and Economic Development under Ehrlich, said he thought Maryland had "a shot in this."

An aide said O’Malley would be issuing a statement on the developments early Monday evening.
