Baltimore County English Bill Passes

Delegate Pat McDonough’s Baltimore County English Recognition bill passed the Baltimore County Delegation by a 13 to 7 vote.  The legislation is the same as the proposal that passed the Harford County Delegation by an 8 to 0 vote.  Both bills were authored and sponsored by Delegate McDonough.  This is the first time in recent history that two local delegations have passed English Recognition legislation.  Both measures face a difficult time as they move on for a vote in the House Health & Government Operations Committee.

The bills require the two counties to recognize English as the official legal language of the government.  They mandate that no program can be created, policy instituted, or pamphlets or other materials printed in a foreign language unless they are also accommodated in English.  Thirty states and numerous other town, cities, and subdivisions have passed the same law.  The Supreme Court has ruled that the law is constitutional.

Baltimore County Executive Jim Smith vigorously opposed the English Recognition bill and attempted, through misleading testimony, to obstruct its passage.  Mr. Smith has announced his intention to run for the Maryland State Senate in the 2010 election in the 7th district.  This is the same district that Delegate McDonough represents and the English issue is hugely popular.  Candidate Smith’s attempt to derail the English Recognition bill could cause serious negative political consequences for his campaign to become a State senator.

Carmen Amedori: A Real Conservative that Maryland Needs

Maryland needs new leadership more than any state in the country. Carmen Amedori, a US Senate Candidate from Maryland, is the right woman at the right time. We hear the state say that we are billions of dollars in debt. At the same time, we see thousands of Maryland’s small businesses going out of business. It is time for us to elect conservative Republicans like Carmen Amedori to lower taxes for everyone, including small businesses. Cutting taxes creates growth and that growth leads to new jobs. Let’s elect Republicans that will change the tax and spend mentality that our current Maryland officials have, including our Senators. Conservatives like Carmen Amedori believe in a limited government, guided by the Constitution.

Senator Barbara Mikulski is not the right person to lead this state out of the current economic climate. She is part of the tax and spend mindset that is bankrupting our country and our state. Maryland can’t afford another 6 years of Barbara Mikulski.

Carmen Amedori is a real conservative. She is a lifelong Republican with a proven record. Conservative values, and Reagan principles have been what she has always voted by and supported. In the Maryland House of Delegates, she was recognized early for her leadership ability and was chosen as Assistant Minority Leader. Carmen Amedori was given a 100% rating by the Maryland Business for Responsive Government (MBRG). That means that 100% of the time, while a Delegate in the Maryland House, she voted on a pro-business platform. The MBRG honored her by giving her the Shaw Award.

Come November, Maryland needs a Republican Senator that will represent, we the people. We need someone that understands the challenges that we face. Maryland needs a Senator with experience in the private and public sector. A real republican, not a Republican In Name Only (RINO), is what we need to go to Washington to stop the radical left wing agenda. That is why Carmen Amedori is the only Republican that can win in November.

Montgomery County Executive Isiah Leggett and the County Council are
facing serious budget problems that will dramatically impact the quality
of life for county residents. Numerous articles, letters to the editor
and statements by politicians point the budget-busting finger at the
unions that represent our police, firefighters, teachers and other
county workers.

As a recently retired Montgomery police officer, I find these
accusations insulting to the dedicated employees of this county. No one
from Mr. Leggett on down has seriously addressed the No. 1 budget
problem: an ever-increasing population of illegal immigrants that is
rapidly depleting our tax dollars and services. Mr. Leggett and the
council’s “don’t ask, don’t tell” policy for illegal aliens
and their families has caused a huge influx of residents without
“legal presence” in Montgomery County.

While these residents can no longer get a driver’s license, there are
no restrictions on enrolling their children in schools, qualifying for
in-county college tuition, obtaining medical, dental, mental health,
prescription drug, housing, food and energy assistance, job
opportunities and training, and more. Yes, there is a free lunch and a
lot more in Montgomery.

It’s time for Mr. Leggett and the County Council to address this
major problem area of the budget. Why should dedicated employees and
taxpayers of Montgomery County suffer because of the county’s
ineffective approach to illegal immigration?

Straw Men Arguments Used to Promote
Sanctuary Status and Amnesty in Maryland

A number of HSM members have been confronted by the illegal alien crowded in recent days.  Like cicada bugs emerging, these pro-amnesty zealots are swarming the metro area looking for anyone to listen to their sad tales of “immigrant abuse and exploitation”.  Below is a link to the standard bogus pro-illegal arguments and our list of proper responses to these falsehoods.  So when you come across these bothersome folks, usually affiliated with CASA de Maryland (Central American Solidarity Association), La Raza (The Race), ACLU or the SEIU (Illegal Aliens’ Union of Choice), just shew them away with some facts.

It starts in Arizona and it ends up here in Maryland!  Another needless death of an American citizen at the hands of an illegal alien.  Comprehensive Immigration Reform is not the answer.  With the proper people in power, effective implementation of the law will do the trick to end this social, political and financial madness.

Arizona rancher’s slaying spurs calls for more border aid

The apparent slaying of a prominent Arizona rancher on his property near the Mexican border has inflamed tensions over illegal immigration and intensified calls for the federal government to ramp up protection along the increasingly perilous southern border.

Robert Krentz, 58, was found fatally shot Saturday. A helicopter crew with the Cochise County Sheriff’s Office discovered his body inside his Polaris all-terrain vehicle along with his dog, which also had been shot and critically wounded.

Authorities say on the day of his death, Mr. Krentz sent his brother a message via radio phone, but his brother could only understand the words “illegal alien” and “hurt.” Mr. Krentz is thought to have fled from the site of the shooting, eventually coming to a halt about 1,000 feet away.

Search teams from the sheriff’s office, the Border Patrol and state Department of Corrections followed foot tracks from the site for about 20 miles in the direction of the border but failed to capture any suspects. Mexican authorities have been notified and are cooperating with the search, said Cochise County spokeswoman Carol Capas.

“It’s a big deal. It’s something that could be a turning point here,” said Ms. Capas following a Monday press conference by Sheriff Larry Dever in Bisbee, Ariz. “People in the area are on heightened alert. They’re grief-stricken, saddened, and they’re extremely angry.”

Speculation was rampant that the killer was connected with Mexico’s violent drug cartels, which have laid siege to communities south of the border. The drug lords may have used the remote 35,000-acre Krentz Ranch to ferry drugs into the United States.

The day before the shooting, Mr. Krentz’s brother found eight illegal aliens on the ranch. They were taken into custody by Border Patrol, along with several hundred pounds of marijuana, said Ms. Capas.

Rep. Gabrielle Giffords, Arizona Democrat, whose district includes the Krentz Ranch, called on the Obama administration to heighten enforcement along the border.

“If, as suspected, this tragedy was connected to smugglers or drug cartels, the federal government must respond appropriately,” Mrs. Giffords said. “All options should be on the table, including sending more Border Patrol agents to the area and deploying the National Guard.”

Former Rep. J.D. Hayworth, who’s challenging Arizona Sen. John McCain for the Republican nomination, issued a statement calling for a greater federal role in protecting the border. Mr. Hayworth, a border-security hawk, has made illegal immigration a major issue in the primary campaign.

“We need the federal government to act now and step up its efforts to secure our borders,” Mr. Hayworth said. “Border security is national security, and it is time that we enforce the law. For thousands of Arizonans, border security is also quite literally a matter of personal security.”

Former Rep. Tom Tancredo, who was in Arizona Saturday for a “tea party” rally, also called for National Guard troops. He noted that former Arizona Gov. Janet Napolitano had deployed National Guard troops during her tenure to aid with border security.

“Three days ago, Napolitano told an audience at Arizona State University that the border is more secure than ever,” said Mr. Tancredo, Colorado Republican. “I challenge her — no, I dare her — to come to this community and try to sell that lie. The residents here know better.”

Chris Simcox, a founder of the Minuteman Civil Defense Corps and one-time McCain challenger, said the Krentz Ranch recently had been caught up in a turf war among drug cartels. As the Border Patrol closed off more popular routes, drug smugglers and human smugglers were increasingly using the vast Krentz property as their path of choice.

“It’s one of those routes the drug cartels are fighting over,” said Mr. Simcox, who dropped out of the Senate race in January and threw his support behind Mr. Hayworth. “But nobody ever pays attention to that area because it’s one of the most rugged. It’s even been a no-man’s land for the Border Patrol.”

Mrs. Giffords described Mr. Krentz as a “pillar of the Cochise County ranching community.” The Krentz family had raised cattle on the southeastern Arizona ranch since 1907. In 2009, the Krentz Ranch was inducted into the Arizona Farming and Ranching Hall of Fame.

In recent years, Mr. Krentz and his wife, Susan, had appeared on at least two television programs about the plight of southwestern ranchers facing waves of trespassers using their property to enter the United States.

Mr. Simcox described Mr. Krentz as a “gentle giant” who had endured multiple robberies, threats and property damage at the hands of border-crossers, but continued to help whenever he found an immigrant on his land in need of water or medical care.

“He was such a humanitarian. He never turned hard. He was always willing to help those in need,” Mr. Simcox said. “Now they’ve lost the patriarch of the family, a man who never harmed anyone.”

Jim Rutledge’s Position on Illegal Immigration
What are measures would Jim Rutledge propose to address the issue of illegal immigration?

First, the federal government must fulfill its duty to enforce a uniform law of citizenship and immigration in every state. States and local governments creating safe-haven rules and refusing to enforce the laws against illegal immigration should be prosecuted in federal court.

Second, we must reduce and eventually eliminate any and all federal funding to states based upon the census or any other enumeration.  States must not be encouraged to count illegal immigrants to increase their portion of federal funding.  Furthermore, since representation in Congress is based upon the census, illegal immigrants skew proper representation for all American citizens.  Lastly, once States adapt to a lack of federal funds perhaps their own policies and behaviors towards illegal immigrants will change.

Third, to ensure a fair playing field the government should require all employers use the e-Verify system.

Fourth, we must improve border security.  This is a pressing matter of both national security and immigration policy.

Fifth, amnesty is not the answer. Jim will oppose amnesty law because they reward unlawful behavior and encourage more illegal immigration in anticipation of the next amnesty law.

In response to the passage of a national health care system Jim Rutledge said, “Americans are now committed to suffer the financial consequences of another arrogant decision made for the people not by the people.”

Congress failed to listen to the American people in an attempt to further a liberal agenda and create another Washington bureaucracy.  The cost of national health care will ultimately lead to tax increases for all Americans.  Some have already predicted that a national sales tax may be required to pay for government controlled health care. The Rutledge for US Senate Campaign believes the privilege to receive government health care should not come at the expense of the Constitution. The act of taking money from one group or sector of society to give to another is not the action of a democracy. Barbara Mikulski and Barack Obama have worked together to force Marylanders to pay for a government controlled health care system.

A Tale of 3 U.S. Senate Candidates – Amedori, Rutledge, Vaughn

As time approaches quickly, the primaries just around the corner, candidate profiles are going to be a direct initiative to give the voters of Maryland an opportunity to get to know the candidates for U.S. Senate.  The one individual coming out of the Primaries in Maryland, to run against Senator, Barbara “I Forgot My Roots” Mikulski, is going to have a tough task ahead.  I am hoping and praying that the old HON voters from Baltimore and Dundalk, Highlandtown, etc, take some time to research her current record, not the past.  The past no longer matters in a Nation run by thugs and Socialists.

House Bill 1317 – Public Investment Protection Act

The slogan “Workers of the world, unite!” is one of the most famous rallying cries made famous by Karl Marx’s “The Communist Manifesto.”  Unfortunately, these days one can just as easily infer that motto as being included in the charter of the modern Democrat Party.   This bill represents another example of how the Democrat Party is the political party of state and union control, as opposed to the Republican Party being the political party of business and commerce.

The bill, House Bill 1317 – Public Investment Protection Act,attempts to illegally coerce construction, building service, food service, grocery, and hotel employers into forced unionization through Project Labor Agreements.  It also forces employers, who receive at least $250,000 in State economic development subsidies, to pay above the market wages through a super-minimum wage (130% of state of federal minimum wage).

As is always the case with these kinds of Democrat demands to force higher wages and unionization on the free market-place, unintended consequences abound, and this “union-centric” law would be no exception.  Instead of economic success, what we can expect are inflated costs of state goods and services, which mean economic development project costs would increase, thereby reducing the number of projects that can be supported by the state.

The concomitant results are in the evitable lower number of jobs, greater unemployment than would otherwise be necessary under these centrally planned circumstances, and more companies and private enterprises that would never want to relocate or start their businesses in Maryland.  The drumbeat to economic ruin continues unabated.

HB1317 continues the Democrat formula for economic depression and menace masquerading as good public policy.  It isn’t.

A reading of the House Bill 1317 indicates that this bill requires employers who receive at least $250,000 in State economic development subsidies in any form to pay specified employees the higher of a federal prevailing wage, State prevailing wage, or 130% of the minimum wage, and provide supplemental payments for fringe benefits.

These employers must also enter into specified agreements with labor unions that provide for collective bargaining on behalf of employees and prohibit the unions from organizing job actions against the employer. Affected employers who employ construction workers must use labor union hiring halls to hire their employees. The bill’s provisions are severable. The bill’s requirements apply to each employer involved in an affected project, including tenants, subtenants, and on-site contractors and subcontractors, regardless of whether the employer directly received State assistance.

Currently, Maryland law provides for:
1.      Minimum Wage
a.       Minimum wage is currently $7.25
2.       Living Wage
a.       Tier 1 living wage – Montgomery, Prince George’s, Howard, Anne Arundel, Baltimore counties and Baltimore City is $12.25
b.      Tier 2 living wage – all other areas of the State is $9.21
3.      Prevailing Wage

The Maryland Chamber of Commerce gave 4 main reasons why this bill is absolutely unprecedented:
1.      Violates National Labor Relations Act – the bill attempts to illegally coerce construction, building service, food service, grocery, and hotel employers into forced unionization through Project Labor Agreements.
2.      Turning State Incentives into Disincentives – force the affected employers to pay above the market wages through a super-minimum wage (130% of state of federal minimum wage). If these requirements are violated the employer would have to repay the state’s investment and would be subject to additional damages.
3.      More Costs, Fewer Projects – it will inflate the cost of state goods and a service, which means economic development project costs would increase, reducing the number of projects that can be supported by the state.
4.      More Damage to the State’s Business Climate – illegally coerces unionization, renders worthless state economic development incentives, and adds super-minimum wage to the state-mandated wage levels.

I am relieved that after wasting 2 1/2 hours of our time that the bill sponsor told us She was withdrwaing the bill, but that we need to pass this legislation next year!

House Bill 1272 – Maryland Family and Medical Leave Act

In 1993 the federal government, under the Clinton Administration, passed the Family and Medical Leave Act (FMHA) which provided workers, at employers with 50 or more employees, with up to 12 weeks of unpaid leave (24 weeks for military personnel) to care for some family members and themselves in cases of emergencies.  It’s been estimated that over 60 million workers have taken advantage of at least some time away from work because of this program.

In an effort, apparently, to outdo even the federal government, HB1272 was proposed as a State of Maryland attempt to expand the definition of family members to include others not previously recognized.   While this certainly sounds like a well-intentioned objective, and few would argue the concerns expressed are of great importance to some people, this bill also represented an additional unfunded mandate on employers in this state.

I’m glad to report that HB1272 was defeated, and while that should put this issue to rest for now, I don’t want to appear to be cavalier about that since family emergencies can and do happen.  Unfortunately, HB1272, like a lot of other Democrat proposals, is just another assault on business and profits and most importantly jobs.

The reality is that friendly sounding bills like this come with huge costs that are not factored into the calculus of unintended consequences.

For example, businesses absolutely consider state employment requirements when determining whether or not to move to one state location or another.  At a time when competition for new business is greatest, states putting the fewest obligations and roadblocks in the way of prospective employers generally attract the most.  Businesses that might otherwise be attracted to Maryland might, because of a bill like HB1272, instead go elsewhere.

The results of actually passing a bill such as HB1272 are likely continual disruption to an organization and loss of productivity, not to mention the ongoing misinformed Democrat assumption that unfunded mandates can be routinely paid for without consequences, while in fact, they can’t.  How could a business survive if more than one employee at the same time could take 36 weeks off (the maximum of the both the federal and state laws) from work and still be able to return to their jobs without any repercussions?

At a time when Maryland is in the throes of a faltering and diminishing economy, the direct outcome of something like HB1272 could be nothing less than the loss of jobs, no new jobs and high unemployment.  The laws of unintended consequences can be unremitting but they’re still “laws” that must be obeyed.

HB1272 did not meet the standard of a responsive and welcoming business environment that would maintain or create jobs and should have been defeated, and it was.

House Bill 1014 – Clean Energy Loan Programs

The purpose of this bill is to provide $4 million in Federal Stimulus money loans to residential and commercial property owners so they can finance energy efficiency and renewable energy projects.  The question I have is “why?”  Why do we need to do this?

Why does the government need to get involved with people that want to upgrade their energy efficiency?  Why can’t people take personal responsibility of their needs and handle this issue for themselves?  Something like this would have been unheard of not that relatively long ago.  You needed something for yourself, so you took care of it.  It’s not that complicated.

In this case, not only is the money being made available through last year’s federal stimulus law but it’s also doled out by each county in the state.  In effect, administering these small amounts of money, virtually all of it borrowed from the Communist Chinese, will effectively turn the counties into local banks.

I believe this is a waste of county manpower and resources and does almost nothing constructive that those seeking these loans can’t do for themselves, and at no cost to the government or adding to the deficit. We have Banks and Credit Unions for a reason, our local governments shouldn’t compete with them.  I fully support tax credits for clean energy projects in your home.
